But just seeing the city in the beginning, seeing the other Mini cities/towns in the game, and seeing the enormous tower of Esperanza throughout the game even at the other side of the map, I was hoping for the first

Far Cry has a population density problem. I'm currently sitting in Libertad HQ. There are 8 people here. 8. This place should have, at minimum, 40 staff. It's the main operation base of Libertad. It's crazy. You go to a FND base, and they feel barron too. The cities feel unpopulated.
